Summary

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

Duties

Maintain ultimate responsibility and accountability as Supervisor: delegate, assign, review and evaluate the activity and performance of the assigned nursing staff. Promote personal and professional staff development and growth that advance staff competency to ensure quality patient outcomes and patient safety. Participate in organizational improvement activities; assessment, planning, implementation and evaluation of the Nursing Program. Implement and participate in performance improvement program and activities that improve patient outcomes, promote patient safety and risk Management.

Qualifications

BASIC REQUIREMENT(S): Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained. The following shows the amounts of education and/or experience required to qualify for this position:

GS-11: One (1) year of specialized experience equivalent to at least the GS-09 level or completion of all requirements for a doctoral degree (PH.D. or equivalent) or three (3) full years of progressively higher level graduate education.

Specialized Experience: For GS-11: Provide supervision to the emergency room nursing staff, ensure the nursing staff are held accountable for position, assign the work schedule of the emergency room nursing department. Support and promote the mission and value statement of the organization. Primary function of the Supervisory Clinical Nurse (ER) is to perform nursing duties and responsibilities in assessing, planning, implementation, evaluation, and directing patient care in the emergency room. Ensure compliance with medical/clinical regulatory standards and entities; participate in the formulation of nursing/clinical policies and procedures; providing skilled nursing care to patients. Assess the number and level of personnel needed to provide quality patient care; adjusts staffing and assignments appropriately. Direct, supervise and participate in implementing planned changes and activities to improve nursing services in collaboration with nursing administration. Develop, implement and assess an ongoing Performance Improvement (PI) program for the unit.

Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
